TUESDAY, APRIL 27, 1993 <br />$50,000 for this item. Mr. Prillaman's statement urged the Council to <br />meet with the Henry County Board of Supervisors if it wished to change <br />the historical funding percentage of 50% County, 50% City. In response <br />to a question from Councilman Oakes, Mr. Lester said the EDC's <br />marketing efforts would be greatly curtailed if it only received <br />$50,000 from the Council. In response to a question from Mayor <br />McClain, Mr. Reynolds said his recommendation for funding in the amount <br />of $50,000 was based on changing the funding formula to reflect <br />population differences in the City and County. Mr. Reynolds noted that <br />by funding the EDC at $50,000, the City would be contributing 33% of <br />the total budget, which is a greater percentage than would be the case <br />if the budget were based strictly on population. EDC Board member <br />Irving Groves, Jr. read from the EDC bylaws, which were adopted by the <br />City and County in 1982 and also reviewed the process by which the EDC <br />was formed. Mr. Groves said not funding the full request would send <br />"the wrong message" regarding economic development. Several members of <br />Council voiced support for the idea of meeting with the Board of <br />Supervisors to discuss the funding formula. Mayor McClain said there <br />was no point in having such a meeting unless there was support among <br />members of Council to change the formula. Upon motion, duly seconded <br />and by unanimous vote, Council decided that no action would be taken at <br />this meeting on any budget item. Upon motion, duly seconded and by <br />unanimous vote, Council asked the City Manager to place the EDC funding <br />formula issue on a future agenda of the Council for discussion. <br /> <br />Council considered the budget request of the Pittsylvania County <br />Community Action Agency. The Agency requested $30,299 for FY 93-94. <br />The City Manager's supplemental budget recommends funding in the amount <br />of $5,000.
