TUESDAY, APRIL 27, 1993 <br /> <br />initially. In response to a question by Councilman Oakes, Ms. Conrad <br />and the City Administration reported that no funds had been included in <br />the Social Services budget for a health insurance premium increase. <br /> <br />Council considered the budget request of the Youth Interagency Network, <br />the local group responsible for the implementation of the Comprehensive <br />Services Act (CSA) for at-risk youth° Present to answer questions in <br />addition to Ms. Conrad were Jim Tobin, Director of the Piedmont <br />Regional Community Services Board, and Jan Reed, Unit Director of the <br />Juvenile & Domestic Relations Court Service Unit. It was noted that <br />the City Manager's budget contains $11,735 for this line item, however, <br />the local matching funds requested are $122,130. It was also noted <br />that the City Manager had provided subsequent information to Council in <br />which he stated an additional $100,396 would need to be added to this <br />line item. In addition, $10,000 was contained in the supplemental <br />budget for administrative support for the CSA. Ms. Conrad said Mr. <br />Reed had discovered an error in the State's allocation of funds which <br />would redirect approximately $55,000 to Henry County, meaning the local <br />match would be reduced by some amount° However, those present could <br />not determine the exact amount of local funds which could be reduced. <br />Several members of Council requested that the representatives of the <br />Youth Interagency Network determine the exact amount of local matching <br />funds needed. <br /> <br />Council considered the budget request of the Martinsville-Henry County <br />Economic Development Corporation. George Lester, Vice-Chairman of the <br />Corporation, read a prepared statement from Chairman Hal Prillaman (who <br />was away from the City), in which he requested funding for the EDC in <br />the amount of $75,000.
