TUESDAY, APRIL 27, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, April 27, 1993, in the Circuit Courtroom, City Hall, beginning <br />at 2:00 P.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; <br />and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Mayor McClain explained that the purpose of the <br />afternoon meeting was to conduct a budget work session for FY 93-94 <br />with outside agencies and constitutional officers. <br /> <br />Council considered the budget proposal of the Social Services <br />Department. Pat Conrad, Director of Social Services, was present to <br />respond to questions from Council on specific budgetary items. In <br />response to a question by Vice-Mayor Adams, Ms. Conrad noted that the <br />budget proposal included a State-mandated increase in the minimum <br />salary for Social Workers, as well as an across-the-board 3% salary <br />increase for all other personnel effective December 1, 1993. Ms. <br />Conrad noted that the local cost of the salary increases would be 20% <br />of the total increase. In response to a question by Councilman Oakes, <br />City Manager Earl B. Reynolds, Jr. said the Social Services employees <br />continued to be paid on the State Pay Plan, however, if his budget <br />proposal to conduct a comprehensive Classification and Pay Study is <br />approved, he hoped the Social Services Board would agree to participate <br />in the study. In response to a question by Vice-Mayor Adams, Ms. <br />Conrad said Federal funds may be available to pay for 50% of the costs <br />of an additional employee who would pursue potential cases of fraud. <br />However, the position would need to be funded 100% with local funds <br /> <br /> <br />
