FRIDAY, APRIL 23, 1993 <br />budget by either the School Division or others covered under the City's <br />group medical insurance plan. In response to a question by Councilman <br />Oakes, Mr. Reynolds said no such increase had been included in the <br />proposed budget for City employees (and for the constitutional offices <br />and Social Services). Mr. Lamm said the School Board had made the <br />decision to budget for the increase. Councilman Oakes said treating <br />School employees differently than others covered in the group plan <br />would create problems in managing costs. <br /> <br />In further discussing the City Manager's proposal to provide $180,000 <br />in Meals Tax revenues for School capital improvements, Mr. Reynolds <br />clarified that these funds are proposed to remain in control of the <br />City Administration, with the School Board choosing $180,000 in capital <br />items from their budget proposal to be paid from this source. <br />Therefore, if an item is budgeted to cost $10,000 and only costs $8,500 <br />when purchased, the difference would remain in the Meals Tax Fund and <br />would not be available to the School Board to use for other purposes, <br />without the prior approval of the Council. <br /> <br />Council noted that the School Board budget proposal contained $15,000 <br />for a Pay and Classification study, however, the City Manager proposed <br />to fund the entire cost of the study in a supplemental budget proposal. <br />Therefore, if that item were approved, there would be no need to <br />include the $15,000 in the School budget. <br /> <br />In reviewing historical personnel levels for the School Division, Vice- <br />Mayor Adams noted that, although personnel levels have declined, they <br />have not declined at the same rate as school enrollment.
