FRIDAY, APRIL 23, 1993 <br />Following the video, Mr. Lamm gave a presentation on the School Board <br />budget process and described the budget as a "responsible and <br />reasonable" budget. Mr. Lamm presented information regarding the <br />employment and educational results of the Class of 1992 as well as on <br />dropout rates for Virginia school divisions for school year 1991-92. <br />Mr. Lamm noted that the budget proposal by the School Board asked for <br />an additional $334,000 in local funds, but due to changes in the <br />funding process for at-risk youth due to the implementation of the <br />Comprehensive Services Act, the request for additional funds had been <br />reduced to $274,000. Mr. Lamm also noted that the budget as submitted <br />contained savings in the 1992-93 School Budget over the figures which <br />were presented at the School Board's public hearing on the budget and <br />over those contained in the City Manager's budget proposal. The City <br />Manager's budget estimated FY 92-93 School budget expenditures at <br />$13,167,228. The School Board's current estimate is $13,117,328, a <br /> <br />savings of $49,900. <br /> <br />Mr. Lamm quoted from an April 9, 1992 article in the Martinsville <br />Bulletin in which former Vice-Mayor Alfred T. Groden expressed support <br />for raising revenues and in which Councilman Oakes noted that the <br />enterprise funds were being drawn down and asked the City Manager to <br />develop a plan to bring about new revenues for the City. Mr. Lamm <br />commended the City Administration for the FY 93-94 budget proposal. <br /> <br />Mayor McClain asked for comments from members of the School Board. <br />J.A. "Sonny" Dykes said he gauged the response from the School Board's <br />public hearing on the budget to be supportive. Mr. Dykes said that he <br />disagreed with City Manager Reynolds' position that the School Division <br />be "competitive." Mr. Dykes said he wanted the Division to be better, <br /> <br /> <br />
