FRIDAY, APRIL 23, 1993 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Friday, April 23, 1993, in the Council Chamber, City Hall, beginning at <br />2:00 P.M. The following members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; and <br />L. D. Oakes. Absent was Clyde L. Williams, who was away from the City. <br /> <br />After the invocation, and following Mayor McClain's cordial welcome to <br />visitors present, the Mayor announced that the purpose for the special <br />meeting was to conduct a budget work session with the School Board. <br />The Mayor asked members of Council for general comments on the proposed <br />budget for Fiscal Year 1993-94 which had been presented by the City <br />Manager. Councilman Oakes said he did not believe that the proposed <br />goal of making the General Fund self-supporting was realistic because <br />of the limited tax base in the City. Councilman Oakes also mentioned <br />his concern regarding the impact of environmental mandates, such as the <br />cost of color removal at the City's Wastewater Treatment Plant. Vice- <br />Mayor Adams mentioned the possibility of obtaining relief from the high <br />costs of environmental mandates in the areas of wastewater treatment <br />and solid waste. Mayor McClain voiced support for Councilman Oakes' <br />position regarding the proposed goals contained in the budget, stating <br />that he believed too much adjustment was being asked for in one year. <br />Mayor McClain suggested that by taking a second look at proposed fund <br />balances, some of the proposed revenue increases and new revenues may <br />not be necessary. <br /> <br />The Mayor then called upon School Superintendent S. Harold Lamm for the <br />purpose of presenting the FY 93-94 School Budget. Mr. Lamm began by <br />showing a video highlighting the programs of the School Division. <br /> <br /> <br />
