TUESDAY, APRIL 13, 1993 <br />does not want to stand in the way of alternative power supply purchases <br />by the cities if it can be proven that such purchases are acceptable; <br />(4) APCo's wholesale power rates are lower than they were ten years <br />ago; (5) he disputed the reliability of the PSI purchase, stating it <br />was less reliable than that which APCo provides to the cities; (6) APCo <br />does not believe the current contract between the cities and APCo <br />allows for such a purchase; and (7) APCo's responsibility (as <br />determined by the Federal Energy Regulatory Commission) to provide <br />service at the end of the contract term for the portion of service <br />proposed to be provided by PSI is far from clear. Councilman Oakes <br />criticized APCo for its practice of having lower rates for large <br />industrial customers than for wholesale customers and asked APCo to <br />work with the City to achieve a better rate for wholesale power. <br />Councilman Oakes, stating that he felt Council needed to take the "next <br />step" on this project, made a motion to adopt the Resolution; this <br />motion was seconded by Vice-Mayor Adams. Vice-Mayor Adams, stating <br />that since APCo had been asked for further information by Electric <br />Department Director Robert Corekin and that he preferred to rely solely <br />on the advice of Mr. Corekin in this matter, asked Mr. Corekin if he <br />would recommend proceeding with adoption of the Resolution prior to <br />receiving the additional information he had requested from APCo. Mr. <br />Corekin stated that he felt Council should be provided all the <br />information on this matter prior to making a decision. Vice-Mayor <br />Adams then asked Councilman Oakes to withdraw his motion. Councilman <br />Oakes then withdrew his motion and Vice-Mayor Adams withdrew his second <br />to that motion. Vice-Mayor Adams made a motion to table the matter <br />until the next Council meeting. This motion was seconded by Councilman <br />Draper and carried by a unanimous vote. <br /> <br /> <br />
