TUESDAY, APRIL 13, 1993 does not want to stand in the way of alternative power supply purchases by the cities if it can be proven that such purchases are acceptable; (4) APCo's wholesale power rates are lower than they were ten years ago; (5) he disputed the reliability of the PSI purchase, stating it was less reliable than that which APCo provides to the cities; (6) APCo does not believe the current contract between the cities and APCo allows for such a purchase; and (7) APCo's responsibility (as determined by the Federal Energy Regulatory Commission) to provide service at the end of the contract term for the portion of service proposed to be provided by PSI is far from clear. Councilman Oakes criticized APCo for its practice of having lower rates for large industrial customers than for wholesale customers and asked APCo to work with the City to achieve a better rate for wholesale power. Councilman Oakes, stating that he felt Council needed to take the "next step" on this project, made a motion to adopt the Resolution; this motion was seconded by Vice-Mayor Adams. Vice-Mayor Adams, stating that since APCo had been asked for further information by Electric Department Director Robert Corekin and that he preferred to rely solely on the advice of Mr. Corekin in this matter, asked Mr. Corekin if he would recommend proceeding with adoption of the Resolution prior to receiving the additional information he had requested from APCo. Mr. Corekin stated that he felt Council should be provided all the information on this matter prior to making a decision. Vice-Mayor Adams then asked Councilman Oakes to withdraw his motion. Councilman Oakes then withdrew his motion and Vice-Mayor Adams withdrew his second to that motion. Vice-Mayor Adams made a motion to table the matter until the next Council meeting. This motion was seconded by Councilman Draper and carried by a unanimous vote.
