Mr. Reynolds noted Section 2.3 of the <br />BRPA/City of Martinsville Agreement gave the City the right to cancel <br />the Agreement if, in the City's judgment, the transmission agreement is <br />unsatisfactory. Mr. Duane Dahlquist, President of the Blue Ridge Power <br />Agency, who was present to answer questions by Council, introduced <br />several members of the BRPA in attendance, as well as their consultants <br />and a representative of Public Service of Indiana. In response to a <br />question by Councilman Adams, Mr. Dahlquist stated that APCo was not <br />interested in buying the PSI power because APCo has excess capacity° <br />In response to questions by several Councilmen, Mr. Dahlquist said the <br />ultimate risk of pursuing the alternate power supply project was that <br />the proposal is a 10-year agreement and it is uncertain how the PSI <br />energy will be replaced at the end of the agreement. The BRPA believes <br />APCo has an obligation to provide the service, but the price will be <br />subject to a decision by the Federal Energy Regulatory Commission. Mr. <br />Dahlquist stated that the cities of Danville and Bedford had approved <br />the agreement and the Town of Richlands would be considering the issue <br />that evening. In response to a question by Mayor McClain, Mr. <br />Dahlquist stated that the timing of the billing payment for wholesale <br />power would not be changed even though, under the proposed agreement, <br />billing would be done through the BRPA. In response to a question by <br />Vice-Mayor Adams, Mr. Dahlquist said the BRPA had been attempting to <br />"negotiate" with APCo for three years, with no appreciable results <br />being achieved. Council heard from Dan Carson, Vice-President, <br />Appalachian Power Company, who made the following remarks: (1) APCo <br />was not in the business of "just making money"; (2) they do not believe <br />it is in the cities' best interests to move forward with the plan due <br />to the risk that PSI will not provide the reliability provided by APCo <br />and the potential long-range costs involved with the plan; (3) APCo <br /> <br /> <br />
