TUESDAY, APRIL 13, 1993 <br />work done by the firm in other communities' downtowns. Mr. Jamieson <br />introduced Gail Mitchell, President of the Downtown Revitalization <br />Association, who stated that volunteers had been working for months to <br />reach the point where the planning program could be unveiled. In <br />response to a question by Councilman Oakes, Mr. Reynolds stated that <br />the boundaries of "Uptown" had not yet been defined, but would be as <br />part of the program. Also in response to a question by Councilman <br />Oakes, Mr. Reynolds stated that funding from the State for the "Main <br />Street" program would be unavailable for at least two years, at which <br />time communities would be eligible to compete for funds. Upon motion, <br />duly seconded and by unanimous vote, Council approved the supplemental <br />appropriation request in the amount of $30,000. <br /> <br />Council considered adoption of a Resolution authorizing the City <br />Manager or his designee to execute the following: (1) an Agreement <br />between the City of Martinsville and the Blue Ridge Power Agency for <br />billing and power supply services and partial assignment of contract; <br />(2) notification from the City of Martinsville to American Electric <br />Power/Appalachian Power Company informing them of a reduction of <br />contract capacity and partial assignment of electric service contract; <br />(3) notification to American Electric Power formally requesting <br />transmission service for the City's 6.4 megawatt share of the 50 <br />megawatt Public Service of Indiana energy purchase; and (4) a letter <br />authorizing the Blue Ridge Power Agency to proceed with negotiations <br />with American Electric Power and initiate proceedings before the <br />Federal Energy Regulatory Commission, if necessary, to secure the <br />aforementioned transmission service. Mr. Reynolds said adoption of the <br />Resolution would set in motion the process by which the City could <br />obtain an alternate source of wholesale power and he recommended <br /> <br /> <br />
