TUESDAY, APRIL 13, 1993 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, April 13, 1993, in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. The following members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; and <br />L. D. Oakes. Absent was Clyde L. Williams, who was away from the City. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its March 23, 1993 <br />meeting as circulated. <br /> <br />Retirement stipends were presented to the following employees: John <br />Wayne Willis, Police Investigator, Police Department, 28 years service; <br />and Marjorie Quinlan Hundley, Senior Services Director, Housing and <br />Community Development Department, 14 years service. Also receiving a <br />stipend was Nathaniel Hairston, Sr., Wastewater Plant, Water Resources <br />Department, 8 years service (who was not present). <br /> <br />Council considered a presentation by the City Administration and the <br />Martinsville Downtown Revitalization Association, Inc., on the "Uptown <br />Planning Program". City Manager Earl B. Reynolds, Jr., read a prepared <br />statement in which he asked Council's approval of $30,000 in funds to <br />support, along with the Downtown Revitalization Association, a 10-week <br />planning and development program that "will guide the renewal of the <br />Central Business District and its adjacent neighborhoods for the next <br />several years." Mro Reynolds introduced Timm Jamieson, Principal, of <br />Hayes, Seay, Mattern & Mattern of Roanoke, which had been selected by <br />the Downtown Revitalization Association to facilitate the planning <br />program.
