TUESDAY, MARCH 23, 1993 <br />Murphy, of F & K Security, asked for the opportunity to meet with the <br />Board. Councilman Draper expressed opposition to the portion of the <br />Ordinance which called for a monetary penalty beginning with the <br />seventh false alarm in any one-year period, stating that the number <br />allowed should be greater. Upon motion, duly seconded and by a vote of <br />4 "yes" and 1 "no" (Councilman Draper), Council approved the Ordinance <br />on first reading. Council noted that it expressly did not approve the <br />proposed Practices and Procedures. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />request by the Police Department to submit a grant application to the <br />Department of Criminal Justice Services seeking funds to continue the <br />"Enhanced Drug Enforcement and Prosecution" program. Mayor McClain <br />noted that matching funds required by the grant would come from the FY <br />93-94 Budget and, should Council decide that matching funds were not <br />available, the grant could be turned down. <br /> <br />Council then conducted a Neighborhood Town Meeting, with the following <br />individuals making comments: <br /> <br />Carlton Hill, 1310 Chatham Road, stated that the City was "subsidizing" <br />the operations of the Martinsville Phillies baseball team. Mayor <br />McClain asked Mr. Hill to meet with the City Manager and Assistant City <br />Manager to review the cost elements contained in the lease agreement <br />between the City and the Phillies. <br /> <br />Tee Stone, 801 Starling Avenue, also expressed opposition to any <br />"subsidy" of private business operations by the City. <br /> <br /> <br />
