TUESDAY, MARCH 23, 1993 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, March 23, 1993, at the Virginia Museum of Natural History, <br />1001 Douglas Avenue, beginning at 7:30 P.M. All members of Council <br />were present: Allan McClain, Mayor; George B. Adams, Jr., Vice-Mayor; <br />Steve M. Draper; L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its March 9, 1993 <br />meeting as circulated. <br /> <br />Council conducted a public hearing on and considered approval, on first <br />reading, of Ordinance No. 93-3 establishing an Alarm Ordinance <br />regulating installation, operation and maintenance of alarm systems and <br />adoption of Practices and Procedures for Alarm Services connected to <br />the Martinsville-Henry County Communications Center. Henry Gilbert, <br />Director of the M-HC Communications Center, read a prepared statement <br />in which he noted that during 1992, City Police responded to 3,329 <br />burglar alarms, of which 98% were false alarms. Mr. Gilbert noted the <br />Henry County Board of Supervisors had approved amendments to their <br />existing Alarm Ordinance in order to make it identical to the Ordinance <br />being considered by Council. There being no other public comment, <br />Mayor McClain declared the public hearing closed. Upon motion, duly <br />seconded and by unanimous vote, Council approved several minor, <br />technical revisions to the proposed Ordinance. Several members of <br />Council took issue with portions of the Proposed Practices and <br />Procedures and suggested that Mr. Gilbert and the Communications Center <br />Board meet with owners of local alarm system companies to obtain input <br />from them and to review the proposed Practices and Procedures.
