54 <br /> <br />TUESDAY, MARCH 9, 1993 <br /> <br />City/County Emergency Medical Services Office. Also present to assist <br />Mr. Summerlin was Clarence Monday, EMS Coordinator for the City and <br />County. Following Mr. Summerlin's presentation, he responded to <br />several questions by members of Council regarding the activities of the <br />EMS Office. Several members of Council cited the need for cooperation <br />among all local emergency services operations. City Manager Reynolds <br />noted that he had recently reviewed the budget and program of the EMS <br />Office with the County Administrator° <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, on October 9, 1991, the U. S. Environmental Protection Agency <br />promulgated new regulations pursuant to Subtitle D of the federal <br />Resource Conservation and Recovery Act which establish stringent <br />standards for the location, design and operation of solid waste <br />landfills; and <br /> <br />WHEREAS, most of the federal Subtitle D regulations, which were <br />developed over a period of seven years, become effective on October 9, <br />1993; and <br /> <br />WHEREAS, these regulations will remove the exemption which now applies <br />to local governments in being required to demonstrate financial <br />assurance; and <br /> <br />WHEREAS, financial assurance requirements will require local <br />governments to demonstrate the ability to meet the financial costs of <br />closure, 30-year post-closure monitoring, and corrective action; and <br /> <br />WHEREAS, financial assurance requirements are expected to impose upon <br />local governments extreme, and unnecessary financial burdens; and <br /> <br />WHEREAS, local governments will require additional time to develop <br />strategies for meeting financial assurance requirements; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled March 9, 1993, that it does hereby request <br />its representatives in the U. S. Senate and House of Representatives <br />assist in the effort to have the United States Environmental Protection <br />Agency restore the exemption for local governments in demonstrating <br />financial assurance. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br /> <br /> <br />
