TUESDAY, MARCH 9, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, March 9, 1993, in the Council Chamber, City Hall, beginning at <br />9:30 A.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and <br />Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its February 23, 1993 <br />meeting as circulated. <br /> <br />Under Business From the Floor, Warren Jackson, Sr., 1203 Middle Street, <br />presented a letter and petition from residents of Fayette, Middle and <br />Hickory Streets, citing concerns regarding drainage problems, the need <br />for curbs and sidewalks, and the destruction of telephone and cable <br />lines by tractor trailers mistakenly routed through the neighborhood. <br />City Manager Earl B. Reynolds, Jr., stated that he was unaware of these <br />problems, but he would investigate them and include any recommended <br />projects in an updated, future capital improvements program. <br /> <br />Council considered a presentation by the Police Department of the <br />Outstanding Citizen of the Year Award for 1992. Police Chief Terry L. <br />Roop presented the award to Joseph E. Finley of 1658 Roundabout Road <br />for his involvement in community activities and his support of law <br />enforcement. Several members of Council congratulated Mr. Finley on <br />receiving the award. <br /> <br />Council heard a presentation by Benny Summerlin, Director of Operations <br />and Public Safety for Henry County, on activities of the Joint <br /> <br /> <br />
