TUESDAY, FEBRUARY 23, 1993 <br /> <br />and youth and their families; and <br /> <br />WHEREAS, one of the motivating factors for the legislation was a desire <br />to control the escalating cost of residential care for youth who are <br />placed outside their homes; and <br /> <br />WHEREAS, funds previously awarded separately to local social services <br />departments, school divisions, and juvenile and domestic relations <br />court services units will now be combined into an interagency pool for,~ <br />the stated purpose of giving communities more flexibility in the use of <br />the funds in order to provide the most cost-efficient services for <br />troubled youth and their families; and <br /> <br />WHEREAS, the Council of the City of Martinsville, in order to comply <br />with Part I Certification for participation in the Comprehensive <br />Services Act for At-Risk Youth and Families, adopted a Resolution on <br />February 9, 1993, that (1) designated the City of Martinsville as a <br />single jurisdiction for the purposes of implementing the Act; (2) <br />designated the City of Martinsville as the fiscal agent for the Act; <br />(3) designated the City Attorney to be responsible for providing legal <br />services related to implementation of the Act; and (4) established a <br />Martinsville Community Policy and Management Team; and <br /> <br />WHEREAS, Trust Funds in the amount of $216,000 for the 18-month period <br />beginning January 1993 have been awarded to Martinsville, Henry County <br />and Patrick County; now, therefore, <br /> <br />BE IT RESOLVED that the Council of the City of Martinsville, Virginia, <br />in regular session assembled February 23, 1993, does hereby authorize <br />its Community Policy and Management Team to apply for and accept Trust <br />Funds under the Comprehensive Services Act; and <br /> <br />BE IT FURTHERRESOLVED that said Council does hereby agree for the City <br />of Martinsville to serve as the fiscal agent to receive and disperse <br />the granted funds. <br /> <br />Council acknowledged a financial report for the month ending January <br />31, 1993. In response to a question by Vice-Mayor Adams regarding the <br />Administration's renaming of the "Electric Capital Reserve Fund" as the <br />"Capital Reserve Fund", Mr. Reynolds stated that the issues discussed <br />by Vice-Mayor Adams as well as those voiced by several other members of <br />Council would be discussed during the FY 93-94 Budget process as a part <br />of developing a set of financial policies for the City. <br /> <br />In matters not on the agenda, Gloria Hylton, Second Street, inquired as <br />to contact made by members of Council with State legislators regarding <br />two pending bills, one in the House of Delegates (introduced by <br /> <br /> <br />
