TUESDAY, FEBRUARY 23, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, February 23, 1993 in the Council Chamber, City Hall, beginning <br />at 7:30 A.M. The following members of Council were present at the <br />beginning of the meeting: Allan McClain, Mayor; George B. Adams, Vice- <br />Mayor; Steve M. Draper; and L. D. Oakes. Clyde L. Williams, who had a <br />prior, conflicting commitment, arrived at 8:30 P.M. at the initiation <br />of the Executive Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />minutes of its February 9, 1993 meeting as circulated. <br /> <br />Under Business from the Floor, Lafayette Jones, 501 Second Street, <br />asked for an update on plans for improvements at the intersection of <br />Memorial Boulevard and Beaver Street. City Manager Earl B. Reynolds, <br />Jr. stated that he was unaware of the problems at this location and <br />that he would investigate the matter. <br /> <br />Council considered adoption of a Resolution authorizing the <br />Martinsville Community Policy and Management Team to apply for and <br />administer Trust Funds received through the Comprehensive Services Act <br />for At-Risk Youth and Families. Mr. Reynolds stated that Trust funds <br />in the amount of $216,000 had been awarded to Martinsville, Henry <br />County and Patrick County for the 18-month period beginning January, <br />1993 and adoption of the Resolution was necessary to allow the Team to <br />administer the funds. Upon motion, duly seconded and by unanimous <br />vote, Council adopted the following Resolution: <br /> <br />WHEREAS, the Comprehensive Services Act for At-Risk Youth and their <br />Families was enacted by the Virginia General Assembly to address the <br />provision of services among several local agencies for at-risk children <br /> <br /> <br />
