Councilman Draper reiterated <br />that the proposed Ordinance did not set numerical limits for specific <br />items to be discharged into the sewer system° Upon motion, duly <br />seconded and by unanimous vote, Council adopted the Ordinance on first <br />reading with the stipulation that, upon adoption on second reading, the <br />Ordinance would become effective only after final approval of the State <br />Water Control Board. <br /> <br />City Manager Reynolds noted that he would be sending a letter to Neil <br />Obenshain of the State Water Control Board in which he would be asking <br />for reconsideration of the 200 ADMI (American Dye Manufacturer's <br />Institute) color limit in the City's discharge permit. In the letter, <br />Mr. Reynolds asked for a limit increase to 250 ADMI. <br /> <br />Council acknowledged a financial report for the month ending 12/31/92 <br />and a report on sales and use taxes as prepared by Director of Finance <br />Richard D. Fitts. In response to a question by Vice-Mayor Adams, Mr. <br />Fitts stated that he would research the procedure by which sales taxes <br />collected on mail order goods are distributed to localities. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, on <br />first reading, an amendment to Ordinance No. 92-1 setting forth <br />compensation for the City Manager as required by Section 1 under <br />Chapter 5 of the City Charter. The amendment states that the City <br />shall pay the full cost of either a mobile two-way radio for the City <br />Manager's personal vehicle or the basic monthly charge for a cellular <br />telephone, with the effective date of the amendment being retroactive <br />to May 1, 1992. <br /> <br /> <br />
