TUESDAY, JANUARY 26, 1993
City Manager Reynolds noted that he had drafted a letter to Congressman
L. F. Payne and Senators Charles Robb and John Warner protesting the
proposed closing of the Farmers Home Administration Office located in
downtown Martinsville.

In matters not on the agenda, the following items were discussed: (1)
in response to an inquiry from Councilman Oakes, Mr. Reynolds stated
that a conference call had been held with representatives of the City,
County and Department of Waste Management in which the draft of the
proposed administrative consent order was discussed; (2) Councilman
Draper asked that the Police Department monitor Spruce Street from
Grattan Road to Hunting Ridge Road for excessive speed; (3) Councilman
Draper stated that Sara Lee Corporation had asked for permission to use
Hooker Field in April to hold the annual softball game involving
professional racing drivers and personnel from Sara Lee; (4) Gloria
Hylton, Second Street, asked members of Council if they had been
advised by "big business" to "lay off" the ETS/R. P Thomas issue
because "if they gave in to the troublemakers on this issue, they would
never see the end of it". All members of Council present stated they
had not been so advised; (5) Councilman Williams inquired as to the
status of progress in finding buyers for Smith Lake Village, to which
Housing and Community Development Director Kevin Reed responded that
one potential homeowner is expected to receive approval "any day" and
three or four others' applications are pending approval; and (6) Vice-
Mayor Adams passed along information on recycling to the City Manager
and requested the Administration consider an alternate methodology of
recycling in the FY 93-94 Budget, such as curbside collection.
