TUESDAY, JANUARY 12, 1993 <br />Mayor McClain resumed chairmanship and Council considered authorizing <br />the City Manager to sign a letter to the Virginia Department of <br />Transportation regarding the extension of Commonwealth Boulevard. City <br />Manager Earl B. Reynolds, Jr. noted that the letter had been revised <br />according to the discussion held at the December 8, 1992 Council <br />meeting to reflect the suggestion of Vice-Mayor Adams that the <br />Department consider adding an elevated two lanes of roadway parallel to <br />Hooker Street, which would connect with E. Church Street, thereby <br />creating a four-lane road from E. Church Street to the existing four- <br />lane portion of Commonwealth Boulevard. In response to a question from <br />Councilman Oakes, Mr. Reynolds stated that any Department action on the <br />new suggestion would be brought back to Council before any decisions <br />are made. Upon motion, duly seconded and by unanimous vote, Council <br />authorized the City Manager to sign the letter. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set the <br />following public hearings for its January 26, 1993 meeting: (1) on a <br />request from Southwestern Virginia Gas Company for a Special Use Permit <br />under Section VIII, Paragraph G.1 of the City's Zoning Ordinance for a <br />natural gas regulator substation on Lot 1R located on the northeast <br />side of Park Street and the northwest side of Cross Street; and (2) on <br />a request from Richard M. Martin for a Special Use Permit under Section <br />VIII of the Zoning Ordinance in order to permit a retail florist to <br />operate at the property located at 806 Starling Avenue. <br /> <br />In a matter not on the agenda, City Attorney Worthy reported that the <br />City had received a judgment in the amount of $118,000 from <br />Southeastern Health Care, Inc., owners of the old hospital property <br />located on Starling Avenue.
