TUESDAY, JANUARY 12, 1993 <br /> <br />new regulations, which are the result of mandates from the <br />Environmental Protection Agency through the State Water Control Board° <br />Mayor McClain noted that the regulations were being presented at this <br />meeting to give an opportunity for industry representatives to comment <br />on the proposal and for Council to have an opportunity to ask questions <br />prior to being asked to make a decision. The Ordinance which would <br />enact the regulations will be presented to Council on first reading at <br />the January 26th, 1993 Council meeting. Mr. Dyches noted that the <br />Ordinance would not take effect until after Council had adopted it on <br />second reading and after State Water Control Board approval. Mr. Gene <br />Stanley, Vice-President of Virginia Mirror Corporation, appeared and <br />commented on the regulations. Based on Mr. Stanley's comments, Mayor <br />McClain asked that the Administration meet with Mr. Stanley and any <br />other industry representative who may be concerned with the regulations <br />to ensure that all agree that the City's proposed new rules are no more <br />stringent than required by Federal and State law. <br /> <br />Council considered authorizing the City Manager to execute an Agreement <br />between the City and Southwestern Virginia Energy Industries, Ltd., for <br />the development of a subdivision known as "Riverview Estates" located <br />on the west side of Meadowview Lane. It should be noted that prior to <br />any discussion of this item, Mayor McClain (who is President of <br />Southwestern Virginia Energy Industries) turned chairmanship of the <br />meeting over to Vice-Mayor Adams and exited the Council Chamber <br />(therefore, abstaining from the vote). Mr. Conrad Knight, Architect, <br />was present to represent the developer and to respond to questions from <br />Council. Upon motion, duly seconded and by unanimous vote, Council <br />authorized the City Manager to execute the agreement. <br /> <br /> <br />
