TUESDAY, JANUARY 12, 1993 new regulations, which are the result of mandates from the Environmental Protection Agency through the State Water Control Board° Mayor McClain noted that the regulations were being presented at this meeting to give an opportunity for industry representatives to comment on the proposal and for Council to have an opportunity to ask questions prior to being asked to make a decision. The Ordinance which would enact the regulations will be presented to Council on first reading at the January 26th, 1993 Council meeting. Mr. Dyches noted that the Ordinance would not take effect until after Council had adopted it on second reading and after State Water Control Board approval. Mr. Gene Stanley, Vice-President of Virginia Mirror Corporation, appeared and commented on the regulations. Based on Mr. Stanley's comments, Mayor McClain asked that the Administration meet with Mr. Stanley and any other industry representative who may be concerned with the regulations to ensure that all agree that the City's proposed new rules are no more stringent than required by Federal and State law. Council considered authorizing the City Manager to execute an Agreement between the City and Southwestern Virginia Energy Industries, Ltd., for the development of a subdivision known as "Riverview Estates" located on the west side of Meadowview Lane. It should be noted that prior to any discussion of this item, Mayor McClain (who is President of Southwestern Virginia Energy Industries) turned chairmanship of the meeting over to Vice-Mayor Adams and exited the Council Chamber (therefore, abstaining from the vote). Mr. Conrad Knight, Architect, was present to represent the developer and to respond to questions from Council. Upon motion, duly seconded and by unanimous vote, Council authorized the City Manager to execute the agreement.
