TUESDAY, JANUARY 12, 1993 <br />alternate power: (1) a proposal involving a peak shaving, gas-powered <br />plant, which would be located near Danville; and (2) a proposal to <br />furnish a portion of the Agency members' base load energy. Mr. <br />Dahlquist reviewed the risks and potential benefits of these <br />activities, noting that Martinsville had thus far not decided to <br />participate with the group. Mr. Dahlquist stated that the City's cost <br />of participation would be $58,000, with potential benefits being a <br />savings of $1-$1.2 million over 10 years for the alternate base load <br />supplier and a potential $2.4 million savings over a 17-year period for <br />the peaking plant plan. Mr. Dahlquist responded to several specific <br />questions from members of Council regarding the plan. Mayor McClain <br />and several members of Council thanked Mr. Dahlquist for his <br />presentation. <br /> <br />Council considered adoption, on first reading, of Ordinance No. 93-1 <br />amending Article III--Fire Prevention Code of Chapter 9--Fire <br />Prevention and Protection of the City Code to update and reference the <br />latest edition of the 1990 Statewide Fire Prevention Code. Fire <br />Marshal Donald Draper was present to review the Ordinance and to answer <br />questions from Council. The primary change would be toincrease the <br />fee for an initial fire inspection from $10 to $25, which Mr. Draper <br />said was in line with fees charged by other jurisdictions in the State. <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />Ordinance on first reading. <br /> <br />Council considered a presentation by Water Resources Director John <br />Dyches on regulations governing industrial discharges to the sanitary <br />sewer system as a part of the City's Water and Sewer Terms and <br />Conditions.
