JANUARY 12, 1993 <br /> <br />could serve the purposes for which the Disability Services Boards are <br /> <br />~ibeing established and questioned the additional costs associated with <br /> administration of the Boards° In response to a question by Councilman <br /> Williams, Dr. Gouse stated that any grant applied for by the Board <br /> requiring a local match would only be approved if local funding were <br /> also approved. After further discussion between representatives of the <br /> Department and members of Council, Mayor McClain asked if any member of <br /> Council wished to offer a motion to adopt the Resolution. There being <br /> no motion offered, further consideration of the issue was ended. <br /> <br />Council considered a presentation by Duane Dahlquist, President of the <br />Blue Ridge Power Agency, on the status of the Agency's efforts to <br />obtain alternate sources of energy and on the potential benefits to the <br />City of participating in these efforts. Mr. Dahlquist stated that the <br />Agency was formed in 1988 with five charter members who purchased <br />wholesale power from Appalachian Power Company: the cities of <br />Martinsville, Danville, Bedford, and Radford, as well as the Town of <br />Richlands. Subsequently, the cities of Salem and Bristol, as well as <br />Virginia Polytechnic University have joined the organization. <br />Currently all members, with the exception of VPI, Bristol, and <br />Martinsville, have joined in the Agency's efforts to obtain alternate <br />sources of energy° Mro Dahlquist stated that in 1989 the Agency's <br />members decided that they were paying too high a cost for wholesale <br />power from APCo, which resulted in the filing of a "206" case at the <br />Federal Energy Regulatory Commission. That case was won by Blue Ridge <br />and members received a refund in November, 1992. Following the "206" <br />case, the group began to explore alternate power supply possibilities, <br />resulting in the issuance of a Request for Proposals in October, 1991. <br />Currently the agency is involved in negotiations with two vendors of <br /> <br /> <br />
