Florist retail, excluding retail sale of plants, shrubs and <br />accessory items intended primarily for lawn care and outside <br />decoration, may be permitted subject to this section. The petition for <br />a Special Use Permit shall be accompanied by plans showing: <br /> <br />The location and approximate size of existing and proposed <br />buildings and structures within five hundred (500) feet <br />adjacent thereto; and, <br /> <br />Proposed grading, structures or alterations to existing <br />structures, screening, parking, signs and other as may be <br />stipulated by the City Council or the Planning Commission. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Ordinance No. 92-18 setting new residential and commercial <br />refuse collection rates and new landfill tipping fees: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled December 22, 1992, that Section 18-24--Fee <br />Schedule, of Chapter 18--Solid Waste, of the City Code be amended, as <br />follows: <br /> <br />Seco 18-24. Fee Schedule <br /> <br />(a) Collection and landfill charges: <br /> <br />Individual living units (one pickup per week) ............. $5.00/month <br />Dumpsters, commercial and apartments <br />(for each time emptied) ............................ $11.00/container <br />Business not currently using dumpsters <br />(for two (2) pickups per week) ......................... $10.00/month <br /> <br />(b) Landfill charges: <br /> <br />Unsplit tires (13-inch and larger) ......................... $1.00/each <br /> <br />Car with bagged garbage only (minimum charge) ................... $1.50 <br /> <br />All other vehicles ......................................... $16.00/ton <br /> <br />Council acknowledged a financial report for the month ending November <br />30, 1992o Councilman Oakes questioned newspaper reports of a drop in <br />retail sales of 40% in the City for a one month period. City Manager <br />Earl B.
