TUESDAY, DECEMBER 22, 1992 6. Florist retail, excluding retail sale of plants, shrubs and accessory items intended primarily for lawn care and outside decoration, may be permitted subject to this section. The petition for a Special Use Permit shall be accompanied by plans showing: The location and approximate size of existing and proposed buildings and structures within five hundred (500) feet adjacent thereto; and, Proposed grading, structures or alterations to existing structures, screening, parking, signs and other as may be stipulated by the City Council or the Planning Commission. Upon motion, duly seconded and by unanimous vote, Council adopted the following Ordinance No. 92-18 setting new residential and commercial refuse collection rates and new landfill tipping fees: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled December 22, 1992, that Section 18-24--Fee Schedule, of Chapter 18--Solid Waste, of the City Code be amended, as follows: Seco 18-24. Fee Schedule (a) Collection and landfill charges: Individual living units (one pickup per week) ............. $5.00/month Dumpsters, commercial and apartments (for each time emptied) ............................ $11.00/container Business not currently using dumpsters (for two (2) pickups per week) ......................... $10.00/month (b) Landfill charges: Unsplit tires (13-inch and larger) ......................... $1.00/each Car with bagged garbage only (minimum charge) ................... $1.50 All other vehicles ......................................... $16.00/ton Council acknowledged a financial report for the month ending November 30, 1992o Councilman Oakes questioned newspaper reports of a drop in retail sales of 40% in the City for a one month period. City Manager Earl B. Reynolds, Jr. stated that the staff would prepare a report in response to Councilman Oakes' concerns. Council then recessed the regular agenda in order to conduct a
