A regular semi-monthly <br />Martinsville, Virginia, <br /> <br />meeting of the <br />with Vice-Mayor <br /> <br />TUESDAY, DECEMBER 22, 1992 <br />Council of the City of <br />George B. Adams, Jr., <br /> <br />presiding, was held Tuesday, December 22, 1992, at Clearview Elementary <br />School, 800 Ainsley Street, beginning at 7:30 P.M. The following <br />members of Council were present: George B. Adams, Jr., Vice-Mayor; <br />Steve M. Draper; L. D. Oakes; and Clyde L. Williams. Absent was Mayor <br />Allan McClain, who was ill. <br /> <br />After the invocation, followed by Vice-Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its December 8 and <br />11, 1992 meetings as circulated. <br /> <br />Council conducted a public hearing and considered adoption, on second <br />reading, of Ordinance No. 92-17 on a request from Richard M. Martin to <br />amend Section VIII--Special Use Procedure, Paragraph K--Special Uses <br />Permitted in the P-l, P-2 and R-P Districts Using the Special Use <br />Procedure, of the City's Zoning Ordinance to allow florists to operate <br />in these districts after the issuance of a Special Use Permit. Mr. <br />Richard Martin spoke in favor of approval of the Ordinance. There <br />being no other comments from the persons present, Vice-Mayor Adams <br />declared the public hearing closed. Upon motion, duly seconded and by <br />unanimous vote, Council adopted the following Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled December 22, 1992, that it does hereby amend <br />Section VIII--Special Use Procedure, Paragraph K--Special Uses <br />Permitted in the P-l, P-2 and R-P Districts Using the Special Use <br />Procedure, of the City's Zoning Ordinance by adding Sub-paragraph 6, as <br />follows: <br /> <br /> SECTION VIII.
