4 <br /> <br />TUESDAY, NOVEMBER 24, 1992 <br />modification. <br /> <br />Council acknowledged a financial report for the month ending 10/31/92 <br />by the Director of Finance. <br /> <br />Council recognized W. H. Yeaman for the purpose of completing his <br />remarks which were interrupted under Business From the Floor. As Mr. <br />Yeaman began reading from his letter to Kevin Reed dated October 9, <br />1992, Mayor McClain notedthat it appeared that Mr. Yeaman's comments <br />involved Southwestern Virginia Gas Company, of which Mayor McClain is <br />President, and therefore, the Mayor turned chairmanship of the meeting <br />over to Vice-Mayor Adams and exited the Council Chamber for the <br />duration of Mr. Yeaman's comments. In Mr. Yeaman's letter to Mr. Reed, <br />Mr. Yeaman asked the following questions regarding the placement of <br />"above-ground natural gas regulator stations", which he stated were <br />built at Park and Cross Streets and at Forest and New Dale Streets: <br /> <br />"(1) Should Southwestern Virginia Gas Company have applied for-- <br />and obtained--a special-use permit for SWVG's above-ground station <br />at Park and Cross Streets? And, if not, why? (2) Should SWVG <br />have applied for--and obtained--a special-use permit for SWVG's <br />above-ground stations at Forest and New Dale Streets? And, if <br />not, why? (3) If any such utility station above ground is <br />situated on the same site as any underground station being <br />replaced, is a special-use permit required? And/or, are there any <br />"rights" grandfathered, irrespective of the existence or non- <br />existence of any special-use permit for the underground station? <br />and (4) If any such utility station above ground is situated on <br />other than the underground-station site it replaces, is a special- <br />use permit required?" <br /> <br />Mr. Reynolds stated that he had prepared a letter responding to Mr. <br />Yeaman's concerns which would be provided to him prior to the December <br />8, 1992 Council meeting, and that he had informed Mr. Yeaman prior to <br />the meeting that he would do so. Mr. Yeaman also cited other examples <br />of inquiries he has made to the City Administration which have not been <br /> <br /> <br />
