TUESDAY, NOVEMBER 24, 1992 <br /> <br />personal property, meals, transient occupancy and admissions <br />taxes owed to the City have been paid which have been <br />properly assessed against the applicant by the City. <br /> <br /> In the event that the applicant makes a good faith <br />arrangement with the City Treasurer to pay such delinquent <br />taxes by regular monthly installment payments, the <br />Commissioner of the Revenue may issue a business license <br />subject to such license being revoked in the event such <br />arrangement is not complied with. <br /> <br />Council considered a request by the Henry County Public Service <br />Authority to concur with its temporary approval of an amendment to the <br />1974 City/PSA Sewage Treatment Contract (which was approved by the <br />Council on September 10, 1991), which temporary approval will expire <br />June 30, 1993, with the understanding that a reciprocally applicable <br />contract rewrite will be adopted by that date. Water Resources <br />Director John Dyches explained that the contract amendment allowed the <br />City to send sewage to the PSA's Lower Smith River plant, if needed. <br />Mr. Dyches stated that he supported a complete revision of the 1974 <br />agreement and the temporary amendment to that agreement. Upon motion, <br />duly seconded and by unanimous vote, Council concurred with the <br />request. <br /> <br />Council considered a request by Conrad M. Knight, Architect, on behalf <br />of JRS Enterprises/Martinsville Medical Buildings, Inc., for a <br />modification to a Special Use Permit issued for the construction of a <br />unified development located on the west side of Hospital Drive. City <br />Manager Earl B. Reynolds, Jr., explained that the original Special Use <br />Permit issued March 10, 1970 identified specific uses for the property, <br />which was formerly occupied by a drugstore. The property owner wished <br />to add convalescent supply business as an allowable use. The Planning <br />Commission recommended approval of the request. Upon motion, duly <br />seconded and by unanimous vote, Council approved the Special Use Permit <br /> <br /> <br />
