Thomas facility late at <br />night. <br /> <br />Also under Business From the Floor, W. H. Yeaman read a prepared <br />statement in which he stated that he had requested to be placed on the <br />agenda for this meeting, but that he had received correspondence from <br />the City Manager stating that he would be placed on the December 8, <br />1992 agenda. Mr. Yeaman also stated that he had not received a <br />response from the City Administration to a letter he had written to <br />Kevin Reed, Director of Housing and Community Development, dated <br />October 9, 1992. Mr. Yeaman began to read the text of the letter, but <br />was interrupted by the Mayor, who noted that Mr. Yeaman had used his <br />allocated time of five minutes under Business From the Floor as is <br />stated in Council's policy adopted October 27, 1992. Upon motion, duly <br />seconded and by unanimous vote, Council decided to hear the conclusion <br />of Mr. Yeaman's statement after all other agenda items (with the <br />exception of the Executive Session) had been completed. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 92-16 amending the City's <br />Business, Professional and Occupational License Tax Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled November 24, 1992, that it does hereby amend <br />Section 17--Payment of Delinquent Taxes, Article I--General Provisions <br />of the City's Business, Professional and Occupational License Tax <br />Ordinance, as follows: <br /> <br /> 17.
