TUESDAY, NOVEMBER 24, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, November 24, 1992, in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper, L. <br />D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its November 10, 1992 <br />meeting as circulated and amended. <br /> <br />Under Business From the Floor, Michele Smith, 749 Indian Trail, <br />appeared and stated that she had received correspondence from the <br />"Southern Environmental Law Center" in which an attorney had indicated <br />that Council could forbid the storage of hazardous materials near <br />residential areas and that the "grandfather" clause could be amended. <br />City Attorney Worthy and members of Council asked for a copy of the <br />opinion, but Ms. Smith stated that she did not have such a copy. <br />Councilman Williams stated that he had spoken with "dozens" of <br />attorneys regarding the ETS/R. P. Thomas issue and none had rendered an <br />opinion to the effect that Council could take any legal action to <br />remove ETS from the R. P. Thomas facility. Ms. Smith charged that <br />Council was not "doing anything" to solve the ETS/R. P. Thomas problem <br />and cited several examples of "hazardous materials" which she believed <br />to be present at the R. P. Thomas facility, noting the dangers of such <br />materials. Vice-Mayor Adams and Councilman Draper took exception to <br />Ms. Smith's description of some of the materials as "dangerous". Vice- <br />Mayor Adams said that many materials are labeled "hazardous" by the <br />EPA, but not all are actually dangerous to human health when properly <br /> <br /> <br />
