TUESDAY, NOVEMBER 22, 1994

Mr. Thomas L. Marned, City's Community Development Coordinator, briefly
reviewed the Community in Transition and Tel-Economic reports recently

presented ~o %he City Council and Henry County Board of Supervisors.
Uponmotion, duly seconded and by unanimous vot~, Council (1) formally
acknowledged receipt of the Community in Transition report, (2) ex-
pressed appreciation to the members of the Foci~..s Group for the report,
and (3) agreed to discuss the report at th~ joint meeting with the
Henry County Board of Supervisors on DecembeL' 7, 1994.

Council acknowledged receipt of the City'.S monthly financial report
ending October 31, 1994, and receipt of th~.:Treasurer's monthly update
report on investments.

Upon motion, duly seconded and by unanim~:~s vote, Council authorized an
appropriation of $11,887 from the City.~ Meals Tax Fund to the Hooker
Field Improvement Project. City Ma~-ger Reynolds noted that Henry
County had contributed $33,887 and the City had contributed only
$22,000 to this community-wide proje~c, pending a re-bidding for grad-
inG and a financial contribution .frOm the Martinsville Phillies. The
grading project has been re-bid with receipt of a slightly lower ~ri~e
and the funding from the Phillies b~d been secured. Since the field is
used by Martinsville High School ,~uring baseball season, the City will
match the County's contribution~y contributing an additional $11,887
towards this project. In response to questions from Mr. Lafayette
Jones of 501 Second Street, it w~s noted that-the Martinsville Phillies
contributed $50,000 for these improvements to the facility, they pay a
fixed fee amnually to the City! for use of the field, and they contri-
bute to the Cit~ through business license taxes, utilities (lights,
water, sewer), meals tax, etc.
