,1.54 <br /> <br />MONDAY, OCTOBER 10, 1994 <br /> <br />recognition through national and international television coverage and <br />attendance from all fifty states and several foreign countries; and <br /> <br />WHEREAS, the Martinsville Speedway has been supportive of Martinsville <br />Uptown Revitalization programs and has Sponsored special events; now, <br />therefore, <br /> <br />BE IT RESOLV~by the Council Of theCity=of Martinsville, Virginia, in <br />regular session Usembled OctOber 10, 1994, that it hereby commends and <br />thanks the Martinsville Speedw=ay, its owners-, sponsors, and employees <br />for their outstanding contribu~Dns to Marti~sville, Henry County, and <br />the Commonwealth of Virgi=ni~. <br /> <br />Martinsville Speedway President Clay Campbell was present to receive <br />theResolution an~ expressed appreciation to the Council for adopting <br /> <br />it. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, according to the Joint Legislative Audit and Review <br />Commission, Virginia's local governments are subject to hundreds of <br />Federal and State mandates; and <br /> <br />WHEREAS, unfunded mandates on local governments have increased <br />significantly in recent years; and <br /> <br />WHEREAS, Federal and State mandates require cities, counties and towns <br />to perform duties without consideration of local circumstances or <br />capacity; and <br /> <br />WHEREAS, in some cases mandates require local governments to redirect <br />their priorities, to meet Federal and State objectives rather than <br />community objectives; and <br /> <br />WHEREAS,.eX~essive Federal and State regulations on local governments <br />impose ~rsh pressures on local budgets, often requiring increases in <br />~gC~lt~es and fees, and/or reduced local services for residents; and <br /> <br />WHEREAS, Federal and State mandates too often are inflexible, one-size- <br />fits-all requirements that impose unrealistic time frames and specify <br />procedures or facilities where less costly alternatives might be just <br />as effective; and <br /> <br />WHEREAS, the cumulative impact of these legislative and regulatory <br />~a~tib~s airectly affec~ the oitizensof ou~ cities, counties and towns; <br />and ~ · ~' <br /> <br /> WHEREAS., the National ~eague of Cities, the Vir~inie Nuntc/4~mlbee~ue, <br />the Viz~Jlnia Association of Counties and the Virginia Sch~l ~ards <br />Association are working with localities, school boards and <br /> <br /> <br />
