MONDAY, OCTOBER 10, 1994 <br /> <br />educational purposes for which the organization is specifically <br />chartered or organized, or for those expenses relating to the <br />acquisition, construction, maintenance, or repair of any interest in <br />the real property involving the operation of the organization being <br />used for the aforesaid purposes; and <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, has <br />determined that the aforesaid predetermined percentage should be 12%; <br />now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on October 10, 1994, that every organization <br />receiving a permit to conduct bingo games or raffles in the City of <br />Martinsville, Virginia, be, and it hereby is, required to use 12% of <br />its gross receipts from all bingo games or raffles for those lawful, <br />religious, charitable community or educational purposes for which the <br />organization is specifically chartered or organized or for the payment <br />of those expenses relating to the acquisition, construction, <br />maintenance or repair of any interest in the real property involving <br />the operation of the organization and used for lawful, religious, <br />charitable, community or educational purposes. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />program design document related to the Virginia Department of Housing <br />and Community Development grant for the Massey Street area. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />Section 504 grievance procedure document also related to the grant for <br />the Massey Street area. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, the Martinsville Speedway has recently signed a new five-year <br />contract with ESPN for the televising of NASCAR Winston Cup races; and <br /> <br />WHEREAS, the Martinsville Speedway has just completed a successful <br />running of the Goody's 500 with attendance of 59,000 fans; and <br /> <br />WHEREAS, the Martinsville Speedway is the most attended sports venue in <br />the Commonwealth of Virginia outside of Richmond; and <br /> <br />WHEREAS, the Martinsville Speedway is a major generator of economic <br />activity in Martinsville and Henry County with an annual economic <br />impact of over Sl0 million a year; and <br /> <br />WHEREAS, the Martinsville Speedway provides positive publicity and name <br /> <br /> <br />
