MONDAY, OCTOBER 10, lgg4 <br /> <br />organizations across the nation to help citizens understand and then <br />reduce the burden and inflexibility of unfunded mandates, beginning <br />with a National Unfunded Mandates Week on October 24-30, 1994; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled October 10, 1994, that said Council endorses <br />the efforts of the National League of Cities, the Virginia Municipal <br />League, the Virginia Association of Counties and the Virginia School <br />Boards Association and their national counterparts, and supports <br />working with the national groups to fully inform our citizens about the <br />impact of Federal and State mandates on our governments and the <br />pocketbooks of our citizens; and <br /> <br />BE IT FURTHER RESOLVED that the Martinsville City Council plans to take <br />every opportunity to inform members of our Congressional and General <br />Assembly delegations about the impact of Federal and State mandates and <br />plans to work with the delegations to reduce the burden of unfunded <br />mandates on our citizens; and <br /> <br />BE IT FURTHER RESOLVED that the Martinsville City Council hereby <br />proclaims October 24-30, 1994, to be "Unfunded Mandates Week in the <br />City of Martinsville, Virginia," in observance of National Unfunded <br />Mandates Week. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for October 25, 1994 on a request from the Martinsville School <br />Board for a Special Use Permit under Section VIII., Paragraph G.1. to <br />allow proposed additions to the facilities located at 30 Cleveland <br />Avenue. <br /> <br />Council heard a report on policing efforts in the West Side Community <br />by Terry L. Roop, Chief of Police. Chief Roop reviewed a written <br />report which had been provided to Council in its agenda packet and <br />responded to questions from members of Council. Chief Rood stated that <br />the Department has as many as 16 of the 36 positions which are normally <br />assigned to street duty assigned to the West Side area. Following a <br />lengthy discussion, Mr. Reynolds stated that he would be making a <br />recommendation within the next 30 days as to the possible formation of <br />a Human Development Task Force which would study issues surrounding <br />problems in the area.
