349 <br /> THURSDAY, OCTOBER 5, 1994 <br /> <br />-Provide support to the Martinsville Uptown Revitalization <br />Association. <br /> <br />-Council will determine by May 30th the amount of economic <br /> support to be provided for Uptown development. <br /> <br />-At least one representative of the City will be in <br /> attendance at the Uptown Association Board meetings. <br /> <br />-Provide support to the Patrick Henry Development Council. <br /> <br />-Council will determine by May 30th the amount of economic <br /> support to be provided for economic development. <br /> <br />-At least one representative of the City will be in <br /> attendance at the PHDC Board meetings. <br /> <br />-See that the City Planning Department will inventory possible <br /> incentives and legislative changes that might support Uptown <br /> development by January 30, 1995 <br /> <br />-City Council will seek agreement at the October 29, 1994 retreat <br /> to be held with the Henry County Board of Supervisors that an <br /> annual meeting of those agencies involved in economic development <br /> in the Martinsville-Henry County area is held and that a progress <br /> report is made providing a status report and information on plans <br /> for economic development. <br /> <br />-See that the City Planning Department identifies potential <br /> industrial/commercial sites in the City of Martinsville by <br /> January 30, 1995. <br /> <br />-Support transportation initiatives that affect Martinsville and <br /> Henry County. <br /> <br />-Council will monitor legislation regarding 1-73, 1-83, U.S. <br /> 220 and U.S. 58 and will be active in support of their <br /> prompt completion. <br /> <br />Encourage the effectiveness and efficiency of City services. <br /> <br />-Conduct a taxpayer survey to evaluate City services. <br /> <br />-Develop a survey instrument and have Council approve by <br /> January, 1995; conduct the survey by February, 1995; compile <br /> results and evaluation by April 1, 1995. <br /> <br />-Direct City Staff to recommend action steps to improve <br />effectiveness by the time of the annual Council retreat. <br /> <br />-Conduct and furnish Council with audits of City departments and <br />their effectiveness by the time of the annual Council retreat. <br /> <br />-City Staff will establish a data base and will share information <br /> with Council prior to purchase of software for a system which <br /> will track and sort citizen complaints and their resolution by <br /> June 30, 1995. <br /> <br /> <br />
