Council will commit to a consistent process of strategic planning. <br /> -The annual Council retreat will be held by August 15th each year. <br /> <br /> -City Staff action plans will be written and sent to Council <br /> within 30 days after the Council plan is written. <br /> <br /> -The City Staff will provide a quarterly status report on <br /> the status of implementation of the Council plan. <br /> <br /> -Council will conduct an evaluation of the plan at its annual <br /> retreat. <br /> <br /> -Council will conduct monthly informal Council/Staff briefings to <br /> discuss and clarify issues. <br /> <br /> (The action steps under this objective are as outlined <br /> above.) <br /> <br /> 2. The City will promote citizen communications. <br /> <br /> -Continue four town meetings annually. <br /> <br /> -The town meetings will continue to be held as a regular <br /> Council meeting, quarterly, at a site to be set by Council <br /> and the Staff by July 30th of each year. <br /> <br /> -The town meetings will be an open agenda for citizen input, <br /> with documentation being done by the Clerk of Council as a <br /> part of the regular meeting minutes. <br /> <br /> -Specific information on issues will be predetermined by <br /> Council prior to the finalization of the Council agenda of <br /> the meeting coinciding with the town meeting. <br /> <br /> -Actively seek opportunities to discuss community issues with <br /> organizations and community groups. <br /> <br /> -The City Staff will send invitations to community groups and <br /> organizations and will prepare a newspaper advertisement by <br /> January 15, 1995 stating that City representatives are <br /> available to provide programs on the City's strategic plan. <br /> <br /> -Provide for the public release of preapproved position papers on <br /> significant community issues such as landfill, city-county <br /> collaborations, council goals, school renovation program, etc. <br /> <br /> -Council will direct Staff to release a written outline of <br /> the Council strategic plan and legislative program during <br /> Council year 1994-95. <br /> <br /> -Continue to publish and distribute the citizen newsletter. <br /> <br /> -City Staff will write and mail the citizen newsletter at <br /> least 3 times per year. <br /> <br /> 3. Support economic development in Martinsville and Henry County. <br /> <br /> <br />
