142 <br /> <br />TUESDAY, SEPTEMBER 27, 1994 <br /> <br />implementation of the Hooker Field improvement effort. Mr. Reynolds <br />reviewed the private-sector fund raising effort to date, noting that a <br />shortfall of 868,738 existed in order to complete the grading of the <br />field, irrigation work, fencing, construction of a new backstop, and <br />installation of new lighting. Mr. Reynolds noted the Henry County <br />Board of Supervisors had approved funding for the project equal to that <br />provided by City Council. Mr. Reynolds recommended Council approve the <br />appropriation in an amount up to $22,000 subject to two conditions <br />being met: (1) actual receipt of the Phillies' pledge of $50,000; and <br />(2) re-bidding of the field grading element to determine if a lower <br />cost could be achieved. Upon motion, duly seconded and by unanimous <br />vote, Council approved the supplemental appropriation, to be taken from <br />the Hooker Field Fund. <br /> <br />Council considered approval, on first reading, of the following <br />Ordinances related to the operation of bingo and raffle games: <br />Ordinance 94-10 establishing an annual audit fee and Ordinance 94-11 <br />establishing a percentage of gross receipts that must be used for <br />stated purposes of the organization's existence. Mr. Reynolds noted <br />that the operation of bingo and raffle games within the City requires <br />that a permit be issued by the City Manager, however the Code of <br />Virginia establishes regulations for these operations. The applicable <br />State Code section was amended effective July 1, 1994, thereby allowing <br />local jurisdictions to set some guidelines for operation of the games. <br />Ordinance 94-10 provides that an annual audit fee of 2% of the gross <br />receipts or the actual cost of the audit if it is conducted by an <br />independent auditor or accountant be impose~..
