].28 <br /> TUESDAY, AUGUST 23, 1994 <br /> <br />Mr. Mayor and Members of Council, this action requires that I make <br />certain declarations under the Virginia Conflict of Interest Act. <br /> <br />This action specifically changes the dental benefit <br />provisions of the City's Section 125 plan. The changes <br />encourage and may influence City employees to obtain or <br />continue dental coverage under the City plan. <br /> <br />Presently, the City's insurance carrier is Delta Dental Plan <br />of Virginia. My practice is presently contracted as a <br />preferred provider to provide dental services to patients <br />covered under this plan. <br /> <br />Even though I feel that I a~ able to participate in this action <br />fairly, objectively, and in~e public interest and that under the <br />provisions of the Act I am ~ot prohibited from participating, I <br />respectfully disqualify myself from this Council action to avoid <br />any appearance of impropriety. <br /> <br />Upon motion, duly seconded and by a vote of 4-0 (with Councilman <br />Crabtree abstaining), Council approved the changes to the Section 125 <br /> <br />plan as presented. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />reestablishment of the Color Removal Fund and the transfer of all <br />related budget line items, both revenues and expenditures, from the <br />Sewer Fund to the Color Removal Fund. Finance Director Fitts noted <br />this change would clearly separate revenues and expenditures associated <br />with color removal (which are funded by charges assessed to local <br />textile industries) from the regular Sewer Fund budget. <br /> <br />Council a~nowledged a status report on the FY 93-94 Capital <br /> <br />Expenditure Program, in which Mr. Reynolds noted that $195,701.61 was <br />being"returned to the Capital Reserve Fund for future appropriation. <br />Mr'~ Reynolds also: noted that 8150,000 of the savings resulted from the <br /> <br />elimination of the Sara Lee Roy Street plant access road project from <br />the Program. <br /> <br /> <br />
