,1 3 <br /> TUESDAY, AUGUST 23 99 <br /> <br />the Patrick Henry Development Council (also known as the M-HC EDC), and <br />David Green, Chairman of the PHDC Board of Directors. Mr. Novakowski <br />reviewed recently-developed marketing materials with the Council, the <br />Board's progress report for July, 1994, and progress toward the FY 94- <br />95 goals and objectives of the PHDC. In response to a question by Mr. <br />Green, several members of Council voiced approval of the efforts and <br />direction of the PHDC. Mayor Adams suggested that the PHDC consider <br />relocating their administrative office to a site adjacent to the <br />Martinsville-Henry County Chamber of Commerce. All members of Council <br />expressed appreciation to Messrs. Novakowski and Green for the <br />presentation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />supplemental appropriation to the FY 94-95 General Fund budget in the <br />amount of $10,000 to fund a contribution to the Virginia Chamber of <br />Commerce for the Partnership for Urban Virginia Program to be taken <br />from the General Fund's Industrial Development Authority Reserves. <br /> <br />Council considered authorizing a change in the City's Section 125 plan <br />under the Internal Revenue Service Code to allow employees to pay <br />dental insurance premiums with pre-tax dollars. Finance Director <br />Richard D. Fitts noted the change was being proposed due to a <br />substantial increase in the dental insurance premiums, which are paid <br />100% by City employees as an optional benefit. If the change were <br />approved, the employees' actual net pay, after provisions for the <br />Section 125 dental insurance premiums are taken into account, would <br />either not decrease substantially, or in some cases, would actually <br />increase.
