TUESDAY, AUGUST 23, 1994 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, August 23, 1994 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its August 9, 1994 <br />meeting as circulated. <br /> <br />A retirement stipend was presented to Elmer E. Pingry, II, Pro3ects <br />Engineer, Public Works Department, 31 years service. <br /> <br />Council considered accepting and appropriating $65,325 in grant funds <br />from the Governor's Intensified Drug Enforcement Program. Chief of <br />Police Terry L. Roop explained the grant funded the addition of two <br />police officers to the Department as well as equipment. Chief Roop <br />introduced Officers M.D. Pace and C.A. Gravely, who are currently <br />assigned to the Community-Oriented Policing Program's bicycle patrol. <br />Officer R.A. Turner, Corporal S.D. Joyce (who was not present), <br />Sergeant M.E. Rogers, and Lieutenant C.E. Long were also introduced as <br />assigned to the program. In response to a question by Vice-Mayor <br />Oakes, Chief Roop reviewed the history of the Department's Community- <br />Oriented Policing Program and its efforts to orient citizens on the <br />Program's purposes. Upon motion, duly seconded and by unanimous vote, <br />Council accepted the grant and approved the supplemental appropriation. <br /> <br />Council heard a presentation by Frank Novakowski, Executive Director of <br /> <br /> <br />
