Upon motion, duly seconded and by unanimous vote, Council approved line-item reappropriations from the FY 93-94 Budget to the FY 94-95 Budget, with the following totals by Fund: $472,831 General Fund; S72,000 Water Fund; 821,941 Sewer Fund; and S301,074 Electric Fund. The reappropriations included outstanding purchase orders and the return of funds from the FY 93-94 Capital Expenditure Program. Upon motion, duly seconded and by unanimous vote, Council approved a supplemental appropriation in the amount of $30,000 from the FY 94-95 Capital Reserve Fund to be used to fund improvements to the heating and cooling system in the basement of City Hall. Council considered authorizing the City Manager to execute a contract for consultant services regarding the renewal of the City's Cable TV Franchise. Councilman Teague and Assistant City Manager Dewey Cashwell reviewed their involvement in the consultant selection process, noting that the proposed contract was a joint effort between the City and Henry County. The Henry County Board of Supervisors approved $17,300 as the County portion of the contract. It was noted that the current franchise of Adelphia Cable extends until December 31, 1996. Upon motion, duly seconded and by unanimous vote, Council authorized the City Manager to execute the contract and approved a supplemental appropriation in the amount of $17,300 to be taken from the FY 94-95 General Fund unexpended fund balance. Mayor Adams announced that Council would hold a special meeting in the form of a retreat on September 9 and 10, 1994 at the Bernard's Landing Conference Center, Smith Mountain Lake.
