101 <br /> <br />TUESDAY, JUNE 14, 1994 <br /> <br />ApDroDriations <br /> <br /> Changes In <br />Projected Fund <br />Revenues Balance <br /> <br />Street Maintenance Fund <br />Hooker Field Fund <br />Meals Tax Fund <br />Total <br /> <br /> 1,535,419 1,535,419 0 <br /> 8,427 8,427 0 <br /> 568,901 600,000 31,099 <br />49,765,956 49,582,654 (183,302) <br /> <br />BE IT FURTHER ORDAINED by said Council that the tax rate for said fis- <br />cal year shall be, for each one hundred dollars of assessed valuation, <br />as follows: <br /> <br />Real Estate <br />Personal Property <br />Machinery and Tools <br /> <br />$0.84 <br />$2.25 <br />Sl.85 <br /> <br />BE IT FURTHER ORDAINED by said Council that this Ordinance shall be in <br />force on and after July 1, 1994. <br /> <br />Upon motion, duly seconded, and unanimous vote, Council adopted a <br />Resolution establishing a new Pay and Classification Plan for City <br />employees and rescinding all references in the City's Employee Manual <br />to the current Pay and Classification Plan. It was noted that the new <br />Pay and Classification Plan is a part of the FY94-95 Budget and that <br />the City's Employee Manual will be amended to reflect these changes. <br />The adopted Resolution reads as follows: <br /> <br /> BE IT RESOLVED by the Council of the City of Martinsville, Virgi- <br /> nia, in regular session assembled on June 14, 1994, that the system <br /> of pay which shall govern the compensation of all employees in the <br /> classified service of the City shall be based upon the Hendricks and <br /> Associates Report dated February 1994 with said system of <br /> compensation (generally referred to as the "Market-Based Plan") <br /> commencing on July 1, 1994; and <br /> <br /> BE IT FURTHER RESOLVED that the City's present system of compensa- <br /> tion (generally referred to as the "Step Plan") is hereby rescinded <br /> as of July 1, 1994; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and is hereby, <br /> authorized and directed to promulgate Personnel Operating Pro- <br /> cedures which will govern the administration of the "Market-Based <br /> Plan"; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and is hereby, <br /> authorized and directed to revise the City of Martinsville Employee <br /> Manual to conform with the "Market-Based Plan"; and <br /> <br /> <br />
