The following were recognized, but were not in <br />attendance: David (Kris) Bridges, Martinsville Transportation Safety <br />Commission, 1993-1994 and Robert J. Maricich, Martinsville-Henry County <br />Economic Development Corporation Board 1992-1994. <br /> <br />Council received a status report from Bob Gross, President of GDS Asso- <br />ciates, an engineering consultant, on the Blue Ridge Power Agency's <br />(BRPA) agreement, of which the City is a partner, to purchase power <br />from PSI Energy that will be wheeled through Appalachian Power Com- <br />pany's (APCo) lines. When APCo refused to provide the transmission <br />service, BRPA filed a Section 211 Case with the Federal Energy Regula- <br />tory Commission (FERC). FERC affirmed BRPA's right to purchase off- <br />system power, and FERC ordered APCo's transmission services. There <br />remains to be issued a final order on terms and conditions, after which <br />the power flow should begin in late Summer (August) 1994 or late Spring <br />1995. The City should realize a savings of $2.3 million over a ten- <br />year period. <br /> <br />Council conducted a public hearing on the proposed FY94-95 Budget for <br />the City. There were no comments from the public, therefore, the Mayor <br />declared the public hearing closed. Upon motion, duly seconded, and by <br />unanimous vote, Council adopted Ordinance No. 94-3 approving appropria- <br />tions and establishing tax rates for the FY94-95 Budget, as follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled May 10, 1994, that the following sums of <br />money be and hereby are appropriated--by Funds--for the City's fiscal <br />year ending June 30, 1995, from the following Fund sources of estimated <br />revenue: <br /> <br /> <br />
