64WEDNESDAY. APRIL 20. 1994
consideration of the closed circuit television system in order to
assist in the prevention of suicides in the Jail. Mr. Draper outlined
a plan which would allow for the housing of female prisoners on one
floor of the jail, which would lower the $120,000 budgeted annually for
the care of prisoners by other jurisdictions. In order to accomplish
this, however, three additional female deputies would need to be added
to the Sheriff's Office. Mr. Draper formally requested of Council a
decision on whether or not it would be developing a regional jail with
Henry County and the Town of Ridgeway. Mr. Draper said he needed to
begin planning for the expansion of the existing jail facility if no
regional jail will be developed. Several members of Council stated
that no decision could be made on this matter until an indication is
received from Henry County as to whether it would be interested in
participating in the project. City Manager Earl B. Reynolds, Jr. said
a plan needs to'be submitted to the Department of Corrections by March,
1995 to be eligible for State funding in the 1997 fiscal year. The
Council asked the City Manager to send a letter to the County
Administrator asking whether the Board of Supervisors is interested in
pursuing a regional jail. Mr. Draper also noted he had applied for a
State grant to fund the positions of Paramedic and Classification
Officer. If State funding cannot be obtained, Mr. Draper said he would
ask Council to fund an additional clerical position for his Office.

Sherman Sanders, Executive Director of the Pittsylvania County
Community Action Agency, presented the budget request for that agency
in the amount of $30,299. The City Manager recommended funding the
agency in the amount of $2,500 in the Supplemental Budget.
