In response to a question by Councilman Williams, <br />Mr. Tobin said the Community Services Board is not a "homeless" agency, <br />but does provide services to an increasing number of homeless persons. <br /> <br />Mr. Tobin and Betty Jewell, also of the Community Services Board, <br />presented the budget request of the Healthy Start Program, which was <br />recommended for funding in the City Manager's Supplemental Budget in <br />the amount of $9,881. Mr. Tobin and Ms. Jewell described the program, <br />which provides services to young mothers and young children, as the <br />preventative side of the Comprehensive Services Act. Local funds would <br />be used to provide the match for the State-funded program, which has <br />been entirely funded by the State for the first 18 months of its <br />existence. <br /> <br />Council acknowledged the budget requests of the Treasurer, Commissioner <br />of Revenue, and Clerk of Circuit Court. Bernice Smith, Treasurer; J. <br />Ronnie Minter, Commissioner of Revenue; and Ashby Pritchett, Circuit <br />Court Clerk, were present to respond to inquiries from Council. All <br />three Officers' budget requests were fully funded in the City Manager's <br />proposal. <br /> <br />Sheriff Steve M. Draper presented the budget request for the Sheriff's <br />Office. The City Manager's budget proposal included $982,384 for the <br />Court Security and Jail functions of the Sheriff's Office. Not <br />recommended for funding by the City Manager but requested by the <br />Sheriff were the following items: $16,000 for a closed circuit TV <br />system, $28,400 for an additional two vehicles, and $10,240 for several <br />miscellaneous equipment items.
