TUESDAY, APROn 12. 994 47 <br /> <br />Price and Erica Reynolds, students at Martinsville High School enrolled <br />in Project Respond, the Alternative Education Program at the High <br />School. Ms. Price and Ms. Reynolds gave a brief presentation on the <br />Project Respond ProGram. <br /> <br />Mr. Reynolds introduced Thomas Harned as the newly-appointed Community <br />Development Coordinator for the City. The members of Council welcomed <br />and congratulated Mr. Harned. <br /> <br />Mr. Reynolds announced that the City and the Martinsville Uptown <br />Revitalization Association had received an Award of Merit for the <br />Uptown Action Plan from the Virginia Downtown Development Association. <br /> <br />The annual Outstanding Citizen of the Year Award was presented by the <br />Police Department to Dr. James A. Dickerson, minister of Broad Street <br />Christian Church for the past 20 years. Chief of Police Terry L. Roop <br />outlined Dr. Dickerson's numerous civic and volunteer activities and <br />achievements and thanked him for his assistance to the Police <br />Department. The members of Council joined in congratulating Dr. <br />Dickerson on his award. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, on <br />first readinG, Ordinance No. 94-1 amending Chapter 1--General <br />Provisions, Section 1-15--Special Assessment for Support of Law Library <br />as Part of Costs in Civil Actions of the City Code. If adopted on <br />second reading, the Ordinance would increase the assessment on each <br />civil action filed in the General District and Circuit Courts from <br />S2.00 to $3.00 in order to fund the Law Library. <br /> <br /> <br />
