TUESDAY. APRIL 12. 1994 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, April 12, 1994, in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; L. D. Oakes; M. Gene Teague; <br />and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its March 22, 1994 <br />meeting as circulated. <br /> <br />Under Business from the Floor, Douglas Stegall, 429 Homestead Trail, <br />Collinsville, representing the March of Dimes, requested that Council <br />change a long-established policy whereby the March of Dimes could be <br />allowed to conduct a tollgate fund-raiser in the City. Mr. Stegall <br />noted that the March of Dimes' "Walkathon" fund-raiser was given a <br />permit to conduct the event on a Sunday, rather than the traditional <br />Saturday, and therefore Mr. Stegall felt it would have less <br />participation. City Manager Earl B. Reynolds, Jr. stated that under a <br />policy outlined in 1977, the City Council limited tollgate fund-raisers <br />to three groups: the Martinsville Volunteer Fire Department, <br />Martinsville-Henry County Rescue Squad, and the Circle "K" (which is no <br />longer in existence). Mr. Reynolds recommended that no change in the <br />adopted policy be made due to the potential of having a large number of <br />groups make the same request. No motion was made by any member of <br />Council to change the policy, and therefore, the policy was allowed to <br />remain unchanged. <br /> <br />Also under Business from the Floor, Councilman Oakes introduced Fiana <br /> <br /> <br />
