TUESDAY. MARCH 22, 1994 <br /> <br />Pinkard stated that Union Street and Dillard Street are in need of <br />community development improvements; (8) Lafayette Jones, 501 Second <br />Street, expressed concern about speeding on Second Street; and (9)in <br />response to a question by Thelma Pinkard, the City Attorney said a <br />report would be given at the next Council meeting on whether the <br />Southside Polling Place would be moved f~om the Southside Fire Station <br />to the Virginia Museum of Natural History. There being no other <br />comments from persons present, Mayor McClain and members of Council <br />expressed appreciation to the citizens who had artended the Town <br />Meeting. <br /> <br />Council considered a request by the Police Department to apply for a <br />Federal grant through the Department of Criminal Justice Services under <br />the Police and Citizens Together (PACT) Program. Chief of Police Terry <br />L. Roop presented an overview of the proposed program, which would <br />intensify the City's community-oriented policing program in an area <br />bounded by Moss Street, Market Street, Bridge Street, Memorial <br />Boulevard, and Commonwealth Boulevard. The Program would assign four <br />police officers to the community-oriented policing unit. Two <br />additional police officers would be added to the Department in order to <br />implement ~he program. The total grant request was 881,473, of which <br />861,I0~ would be Federal funds and $20,367 would be City funds. Chief <br />Roop explained that the program was designed to be a long-term effort, <br />with a four to five year implementation period. Chief Roop noted that <br />Federal funds for the program are not guaranteed beyond the one year <br />grant period.
