TUESDAY, MARCH 22, 1994 <br /> <br />WHEREAS, the Martinsville City Council wishes to apply for Virginia <br />Community Development Block Grant funds to assist in implementing the <br />Massey Street Comprehensive Community Development Project, which will <br />benefit an estimated 140 residents of which an estimated 127 (90.6%) <br />are low- and moderate-income (LMI) persons residing in the <br />neighborhood; and said benefits would result from the implementation of <br />the housing rehabilitation program (72 LMI persons - 100% LMI benefit), <br />substantial reconstruction of two (2) households (8 LMI persons - 100% <br />benefit), the acquisition/relocation of six (6) substandard rental <br />units and one (1) owner occupied unit (15 LMI persons - 100% benefit) <br />into standard housing, the provision of eight (8) standard dwelling <br />units exclusively for LMI persons through the rehabilitation of vacant <br />dwellings and adaptive reuse of an abandoned commercial structure; the <br />improvement of new water service for all neighborhood residents and <br />street resurfacing and widening of Massey, Endless, Coplay, West and <br />Emanuel Streets, correction of severe storm drainage problems, curb and <br />gutter improvements, and the resolution of safety and circulation <br />problems with sidewalk and said street improvements, the provision of <br />fire protection and sufficient water pressure with line improvements <br />and interim assistance for neighborhood clean-up throughout the entire <br />Massey Street neighborhood benefitting 38 occupied households (140 <br />people of which 127 are LMI - 90.6% benefit); and <br /> <br />WHEREAS, The City has $242,910 in capital funds and force account work <br />to be used for housing rehabilitation, committed streets and other <br />improvements in the area; and <br /> <br />WHEREAS, private funds amounting to $110,000 have been expended since <br />July 1, 1993, or committed by investor owners in rental property in the <br />Massey Street area for housing improvements and the adaptive reuse of <br />abandoned commercial structures for new affordable housing for LMI <br />persons; and <br /> <br />WHEREAS, said public and private improvements and housing rehabili- <br />tation will resolve 100 percent of all physical problems within the <br />neighborhood; and <br /> <br />WHEREAS, the City of Martinsville properly advertised and conducted <br />public hearings on February 23, 1994, and March 22, 1994, which <br />addressed the CDBG program and the proposed CDBG project application, <br />thereby meeting citizen participation requirements; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />that the City Manager is authorized to execute and file all appropriate <br />documents for Martinsville's 1994 Virginia Community Development Block <br />Grant application totaling 81,071,970 in grant funds for total project <br />cost of $1,424,880 and to provide such additional information as may be <br />required by the Department. <br /> <br />This resolution is to certify the foregoing is a true and exact copy of <br />a resolution adopted by Martinsville City Council on March 22, 1994. <br /> <br />Council conducted a Neighborhood Town Meeting, with the followin~ <br />comments being made: (1) Thelma Pinkard, 208 Park Street, noted the <br />Parr Street ~mprovement project had begun and that some residents of <br /> <br /> <br />
