TUESDAY, MARCH 22, 1994 <br />would occur if persons who need to be dislocated from their homes <br />during the rehabilitation process refused to move, to which Mr. Poore <br />replied that no such situations would likely exist given the efforts <br />which would be directed toward finding suitable housing for those who <br />are dislocated. Bruce Dallas, 211Massey Street, spoke in support of <br />the grant application. In response to a question by Michele Smith, 749 <br />Indian Trail, City Manager Earl B. Reynolds, Jr. said the new position <br />of Community Development Coordinator would work on this project if <br />approved, but would not be solely responsible for its implementation. <br />James Crigger, 1122 South Askin Street, asked Mr. Poore what would <br />prevent the neighborhood, once rehabilitated, from deteriorating over <br />time. Mr. Poore responded that development of a strong community <br />organization would be necessary to ensure properties are well <br />maintained. There being no other public comment, Mayor McClain <br />declared the public hearing closed. In response to a question by <br />Councilman Oakes, Mr. Reynolds noted the City's cash contribution of <br />$75,000 for the project would be taken from the Housing Fund. Upon <br />motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />41 <br /> <br />WHEREAS, The City of Martinsville has participated in the Small Cities <br />Community Development Block Grant (CDBG) Program as administered by the <br />Virginia Department of Housing and Community Development in undertaking <br />a comprehensive community development study for the Massey Street <br />Neighborhood; and <br /> <br />WHEREAS, the City of Martinsville is eligible for and wishes to submit <br />a 1994 Comprehensive Community Development application of the total of <br />81,071,970 to the Virginia Department of Housing and Community <br />Development for Virginia Community Improvement Grant (CIG) funds by <br />April 1, 1994 for consideration during the 1994 CDBG funding round; and <br /> <br />WHEREAS, the City has identified the Massey Street neighborhood, a <br />residential area which is experiencing deterioration of its housing <br />stock and infrastructure; and conducted neighborhood meetings and <br />completed a needs assessment with the neighborhood advisory group and <br />residents whereby housing rehabilitation, street improvements, storm <br />drainage, water improvements, and slums and blight removal were <br />identified as major needs and concerns of the neighborhood; and <br /> <br /> <br />
