'40TUESDAY, MARCH 22. 1994 <br /> A regular semi-monthly meeting of the Council of the City of <br /> Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br /> Tuesday, March 22, 1994 at the Virginia Museum of Natural History, 1001 <br /> Douglas Street, beginning at 7:30 P.M. All members of Council were <br /> present: Allan McClain, Mayor; George B. Adams, Jr., Vice-Mayor; L. D. <br /> Oakes; M. Gene Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its March 8, 1994 <br />meeting as circulated. <br /> <br />Council considered a presentation on the Community Improvement Grant <br />Application developed for the Church/Moss/Barton/Massey Street Target <br />area. Housing and Community Development Director Kevin B. Reed <br />presented an overview of the Community Development Block Grant Program, <br />which is a Federally-funded program administered by the Virginia <br />Department of Housing and Community Development. Mr. Reed introduced <br />Ken W. Poore, of K. W. Poore and Associates, who outlined the physical <br />assessment process and proposed improvement program for the Massey <br />Street Neighborhood Project. Mr. Poore introduced Christopher Morris, <br />of Dewberry & Davis Engineers, who reviewed the proposed infrastructure <br />improvements to the Neighborhood, including water system improvements, <br />storm drainage improvements, street widening, resurfacing, curb and <br />gutter, entrances, and sidewalk. Mr. Poore also outlined the housing <br />rehabilitation efforts which would be undertaken if the grant were <br />awarded. <br /> <br />Council conducted a public hearing on the Community Improvement Grant <br />Application.
