TUESDAY, FEBRUARY 8, 1994 <br />Council considered a briefing by the Martinsville Uptown Revitalization <br />Association on the progress of the program. Jennifer D. Dalla Vecchia, <br />Executive Director, reviewed a written report which had been provided <br />to the members of Council which detailed the Association's activities <br />including organizational efforts, encouraging facade restoration, <br />promotional activities, and working on the development of a low <br />interest loan pool program for Uptown business owners. Mr. Reynolds <br />reported that a committee consisting of representatives from the <br /> <br />Chamber of Commerce, Economic <br />Revitalization Association, and <br />coordinate revitalization efforts. <br /> <br />Development Corporation, Uptown <br />City staff had been formed to <br /> <br /> In a general discussion regarding <br /> <br />Uptown parking problems, Gall Mitchell, an Association Board member, <br />suggested that Council hold a public hearing to allow all views on the <br />matter to be aired. Several members of Council thanked Ms. Dalla <br />Vecchia for her presentation. <br /> <br />At this point, Councilman Oakes left the meeting to attend to a <br />personal matter. Councilman Oakes re3oined the meeting during <br />Executive Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing on a request by Chatham Oil Company and the City of <br />Martinsville to rezone Parcels 2R, 3 and 4R, located on the east side <br />of Brookdale Road near the intersection of Spruce Street, from C-1 <br />Commercial to C-1A Commercial. <br /> <br />Council considered authorizing the Mayor to sign a letter requesting <br />the Virginia Department of Environmental Quality to delete the toxic <br />monitoring requirement from the City's Water Plant sludge lagoon <br /> <br /> <br />
